Donald Heffington and Rahaelia Heffington are property hoarders who own around a dozen cheap rentals in and around midtown.
As the temperatures drop to near record lows on Christmas, Donald, who claims to be a practicing Christian, refuses to provide even basic necessities for his tenants even while he makes exorbitant profit and pays next to nothing in tax. Many of his buildings have no heat whatsoever, and last winter some were without electricity for weeks. Donald's negligence and greed amount to deadly cruelty.
Donald has intentionally made himself extremely difficult to contact for tenants, not even providing an email address. Because of this, it is extremely difficult to get clear evidence of his criminal negligence to build a legal case against him.
